The Operational Programmes(Ops) of the Partnership Agreement (new NSRF), for 2014-2020, where submitted for approval to the European Commission by the Ministry of Development and Competitiveness, following the submission of the general framework for the next programming period approved by the Commission on 23rd May. The Operational programmes that were submitted are 5 sectoral, 13 regional and 1 rural development program.

The operational programme "fishery and marine" is expected to be submitted in October 2014. The budget of all programmes counts to approximately 19.89 billion Community Contribution or else 24,79 € billion € total public expenditure. Its objective is the front-loaded absorption of funds aiming at tackling the social consequences of the crisis (support for unemployed, overcoming poverty, social exclusion, etc.) Especially for the programme for Competitiveness, Entrepreneurship and Innovation, the ambition is to apply a new model towards positive multiplier effects, with leverage of funds, aiming at the maximum development effect possible. The detailed operational programmes are the following:

  1. "Competitiveness, Entrepreneurship and Innovation", with a budget of € 3.64 billion. Its strategic objective is to enhance the competitiveness and extroversion of enterprises, the transition to quality entrepreneurship with cutting edge innovation and the growth of domestic added value.
  2. "Transport, Infrastructure, Environment and Sustainable Development”, with a budget of € 3.55 billion plus € 0.78 billion allocated to the Regions. The objectives of the programme in the field of transport are the promotion of integration of basic infrastructure (road, rail, ports, airports), the promotion of combined transport and the modernization of the transport system, the improvement of road safety, as well as the development of sustainable and ecological urban transport (track-based modes). In the environmental sector the objectives are the protection and exploitation of the environment, the facilitation of investments and the provision of opportunities for business activity in the field of environment.
  3. "Human Resources Development, Education and Lifelong Learning”, of € 1.93 billion plus €0.17 billion for the initiative on youth employment. It includes integrated policies to support the creation of sustainable jobs, promoting active inclusion in the labour market including integration of vulnerable social groups, improving the effectiveness of the Greek educational system, strengthening of education, training and lifelong learning within the labour market.
  4. "Public Sector Reform" of €0.37 billion budget. The program will contribute to the public administration in Greece becoming cohesive, well coordinated, flexible, outward-looking and oriented to the score, restoring the relationship of trust with citizens and businesses, providing citizen-focused services and continuously upgradeable.
  5. "Rural Development", of a budget of €4.22 billion. It aims to develop and improve the competitiveness of rural areas, in the transition to a strong, sustainable agro-food system as well as to increase the added value of rural areas.
  6. "Fisheries and Marine" of a budget of €0.38 billion. It aims to improve the competitiveness of SMEs in the fisheries and aquaculture sector, to maintain and protect the environment and to promote the efficient use of resources.

The 13 regional operational programmes (ROP), one for each of the Greek regions, have a total budget of €5.27 billion; the regions will manage the 35% of the resources of the new NSRF.
In the PA funds there are added:

  • the resources of CEF (Connecting Europe Facility) about €580 million, from the Cohesion Fund that is managed centrally from the EU but exclusively for projects that the State will propose
  • the resources for the european territorial cooperation programmes (EC €231,6)
  • the Fund for European Aid for the most Deprived (FEAD) managed by the State counting up to €281 million

Thus, the total amount of Community Contribution for the period 2014-2020 reached €20,98 billion.
Finally, in the Partnership Agreement adopted by the European Commission, the areas of health, culture, tourism, shipping, civil protection, justice, internal affairs, finance, etc are also important and distinct priorities within the context of the new development strategy and although they will not be covered by discrete operational programmes, actions and projects have the potential to engage resources from all ROPs and sectoral OPs.
